Fundamentals of Forecasting the Use of Land Resources

• Forecasting is one of the forms of foresight, along with a hypothesis and a plan, and without knowledge of prospects, future opportunities and consequences, it is impossible to imagine any modern activity.
• Forecasting the use of land resources is a preplanned pre-design stage of land cadastral works. The organization of work on forecasting the use of land resources is a complex of interrelated measures aimed at optimizing the entire forecasting process.

Land resources as an object of forecasting and planning

• Land resources are a type of natural resources that are not created by man-made and that do not have a certain price.
• The combination of the applied techniques, methods and techniques forms the methodology of forecasting and planning and the state regulation of economic relations involves the use of a large set of methods and techniques of forecasting and planning in order to ensure sustainable development of the economy during the formation of the market.

Tasks of organizing work on forecasting the use of land resources:

• collection and systematization of the necessary information for forecasting;
• training of specialists who are proficient in the basic techniques and methods of forecasting;
• formation and organization of the functioning of the working bodies of programming, integrated with the existing management services.

Stages of forecasting the use of land resources:

• Assessment of the territory in terms of suitability for their use.
• Determination of the needs of industries and the national economy in the land area for the forecast period.
• Development of the intersectoral land balance of the territory.
• Development of measures for the use of land of all categories.
• Development or preparation for the forecast period of measures for the protection, restoration, improvement of land fertility.
• Determination of the required amounts of capital investments for the implementation of the forecasted activities.
• Verification of forecasts.

Land use forecasts

Economic forecast-explore the prospects for the development of individual elements of productive forces and production relations: labor productivity; use and reproduction of labor resources and fixed assets; investment objects; economic growth rates; determination of volumes, composition and quality of products

Projected use of land resources - provides an analysis of the modern use of land resources, redistribution and development of new lands, redistribution of land between owners

Social forecast - includes the consumption of food and non-food products by the population, retail trade, the development of non-production sectors: general and non-professional education, culture and art, health care and housing and communal services, consumer services

Forecasting the demographic situation - cover the movement of population and the reproduction of labor resources, the level of employment of the working capacity of the population, its qualification and professional composition. They include indicators of the size and natural movement of the population (birth rate, mortality), the ratio by sex and age composition, etc.

In the process of implementing the cycle of regulation of activities on the use of land resources, planning activities are preceded by the following actions within the framework of forecasting:

• determination of planning boundaries;
• providing the planning authorities with the baselines necessary for drawing up the plan;
• providing planners with an opportunity to choose the path to achieve the goal;
• warning the planning authorities about the possible consequences of the development and implementation of the plan.

In Russia, forecasts are developed by separate divisions of various research institutes, as well as problem laboratories and departments of various universities.

Disadvantages in the organization of work on forecasting the use of land resources in our country:

• poor involvement of specialists directly related to forecasting;
• lack of clear tasks and functions of individual departments;
• unclear structural and organizational structure.

• The ideal scheme for organizing work on forecasting the use of land resources includes only the customer and the contractor, since it allows to reduce the loss of time, which has a positive effect on the efficiency of the entire forecasting process. This scheme is typical mainly for foreign countries.

• The customer must solve the following tasks assigned to him:
• develop generalized forecast materials for the development of the facility;
• form a bank of problems in the field of development of the object under study;
• coordinate the work of all organizations involved in the development of forecast documents;
• participate in the formation of long-term plans for research and development in the field of land tenure (land use) in the region;
• develop requirements for forecast documents;
• develop methodological and regulatory documents (materials) for predicting the development of an object.

The functions of the customer include:

• development of assignments for performers and a coordination plan agreed with performers;
• coordination of work in the field of forecasting the object under study;
• preparation and improvement of methodological materials for the development of forecast documentation;
• generalization of forecasts made by performers;
• analysis of development options for the object under consideration;
• formation of a bank of problems in the field of land tenure (land use) of the region;
• coordination, examination and approval of forecast documents.

The functions of the performers of work on forecasting the use of land resources include:

• clarification of the goals and objectives of forecast development;
• determination of subsystems and elements, the forecast of which should be carried out in a given organization;
• development of forecasts;
• socio-ecological and economic assessment of forecast proposals;
• formation of a bank of problems in the field of improvement and development of the object.
